Kerri Farnsworth led an interim consultant team to develop the business case to establish a new central unit to drive improved performance and innovation in the management of public sector land and property assets in Northern Ireland. As a part of this the team managed & enabled the roll-out of “ePIMS” – the Central UK Government’s new dedicated electronic real estate data tool.
After the business case for the new “Asset Management Unit ” (AMU) was approved, we were re-appointed to lead the development of an initial 3-year Delivery Programme: this included a range of ranked and phased asset actions, including ‘invest to save’; disposals, acquisitions; rationalisations; asset sweating; and property management reform. We also led development of the new permanent Asset Management Unit’s operational structures and policies, including staffing structures.
Since its permanent establishment the AMU has raised over £150m capital through asset sales and disposals. Gross resource savings delivered to date are c£25m per year. Every Northern Ireland Government Department now had an agreed Asset Management Plan, using ePIMS and other up-to-date digital tools.
